This allows employers to keep payrolls to a minimum, respond to market changes as mostly, volume/activity surges that are either predictable (retail stores in Christmas season, fishing ports in a particular seafood season, warehouse receiving large inventory deliveries from overseas, etc..) or unpredictable (restaurant that has more patrons than expected, etc..).
