The Venture
Marino Consulting is a new Professional Service Consulting firm specialized in the program level, project management of baggage handling and checked baggage inspection systems (CBIS) implementation management.
This new venture will benefit from my 25 years of experience in the aviation baggage handling system industry and my experience positions me to serve my clients with the highest quality service and deliver the product on time and on budget.
Marino Consulting was formed in March 2010, and has to date negotiated and executed a contract for professional services at Philadelphia International Airport. In addition to Philadelphia, PA. I am currently negotiating a contract commitment for professional services in King County - Boeing Field, Seattle, WA.
• Philadelphia contract award date, July 5th, 2010. Task Order No. 1 issued July 7th, 2010, Contracted thru December 2012
• King County-Boeing Field, Seattle, WA. NTP anticipated Nov. 2010, Projected 5 year contract
Since authorization to proceed on Philadelphia contract obligations, Marino consulting has billed project hours on a consistent basis, and has accumulated $44,064.45 in accounts receivables (as of 10/30/2010). With a contract approved billing rate of $125.00 per hour, monthly invoicing for the two projects mentioned above, is anticipated to be $20,000 per month minimum. This will result in NET profits (after all expenses, tax and loan obligations are met) of more than $6,200 per month, or 31% profit margin and demonstrates a strong ability to repay funding commitments.
Funding Request: Seed/Accounts Receivable $40,000.00 in increments of Minimum $10,000 each
Marino Consulting has survived to date on owner and friends investments of over $62,250.00. I am requesting $40,000.00 in seed / accounts receivable funding to bridge the gap between invoices submitted to accounts receivable payments. Marino Consulting will offer favorable terms for the potential investor. For purposes of the cash flow model, I assumed a 24 month term, and a 30% percent total return on the principle.
The Risk
The prospect for continued operations and growth are evident in the baggage security industry, because of the federally mandated implementation of baggage screening. The Department of Homeland Security and Transportation Security Administration have been increasing their efforts to install automated screening systems to minimize manual handling of baggage where mitigating injury to TSA screeners is a priority:
• Of the approximately 495 commercial airports less than 25% have accomplished this goal.
In an effort to increase implementation of automated CBIS, funding increased significantly to $1.5 Billion dollars per year for baggage screening equipment and implementation (FY 2010). These funds are generated from federal sources, namely: 1) Regular federal DHS/TSA yearly budgets, 2) American Recovery Act Funds and 3) FAA Passenger Facility Charges.
The 1.5 Billion dollars is divided into primary funding groups, namely: 1) the screening devices 2) the baggage systems 3) infrastructure modification/expansion and 4) implementation management.
My market is in the last category and represents approximately 8% (varies per project) of the 1.5 Billion or 120 million dollars (FY2010) in implementation management fees.
• Professional Services contracts awarded only after client funding is in place. Both Philadelphia and Seattle contracts are fully funded, and when combined with the payment time period, represent low to moderate risk.
This Federal budget for CBIS is expected to increase, and funds are being earmarked to address systems already in place and coming to the end of their life cycle. Whereby; systems installed in the wake of the September 11th attacks, and implemented prior to December 2002, are already 8 years old. These older systems have a life cycle of 15 years, but due to lack of maintenance are expected to last only 10 years max. Combined with new system implementation, systems needing replacement, and upgrading both of these to meet increased technological advances, Marino Consulting will be available to serve our clients for many years to come.
